Possible error cause:

When instantiating a generic function block, a name is specified for a generic constant which has not been declared in the function block. A missing declaration will result in an error.

Error correction:

Correct the constant name.

Correct code:

inst : POU<(const := 12)>; // Variable 'const' is declared
